Mr. Hissom has testified before the Federal Energy Regulatory Commission, South Carolina Public Service Commission, Public Utility Commission of Texas, and Wisconsin Public Service Commission.

We have testified before the Federal Energy Regulatory Commission on revenue requirements, cost of service, rate design, economic analysis, ratebase components, and the application of regulatory accounting, asset deferrals, cost allocations, asset impairments, and depreciation in wholesale and transmission rates. Our testimony has addressed the rate treatment of used and useful assets, prudence, and just and reasonable rates.
Recent testimony involved a landmark FERC filing regarding the oversight of electric cooperative revenue requirements by FERC. The final decision will be issued in late 2024.

We have testified before state commissions on revenue requirements, cost of service, rate design, cost allocations, recovery of nuclear power plant costs in rate base, accounting for electric generation by-products, and cost recovery of coal combustion residuals.
